To All Students and Families

Welcome to an outstanding year at Dixie Elementary!  We are excited to welcome all of our new families and staff members.  We have a fantastic year planned for our students, which includes interesting, challenging, and exciting activities to stimulate both academic and social growth. We will be continuing all of our great programs with the CARE for Kids philosophy, which focuses on the positive social-emotional development of students, and the Wednesday Folder to send paper communications home to you.

In order for us to have a great year, it is imperative that students understand and adhere to all school rules.  These regulations should govern students’ behavior both in and out of school.  Please read the handbook carefully and discuss it with your child.  Your support and reinforcement of these directives are vital to the success of our program.  After you have read the handbook, please sign the Acknowledgment Form included in your Wednesday Folder and return it in the same envelope.

Remind your child that starting a new school year means that all slates are clean.  Therefore, he or she has the opportunity to start fresh and to experience a very productive and fulfilling school year.  Each Dixie student controls his or her destiny!  Education is the key to opening the door to your child’s future.  It is our hope and goal to provide your child with all the necessary skills to be successful as he or she faces life and its many challenges.

We hope that having clear expectations, a rigorous instructional program, and attention to student needs will provide a productive learning environment for all Dixie students!

Welcome

We enter this new school year as a community of learners.  The staff members of Dixie Elementary School look forward to welcoming all students to our school community.  As part of the Jefferson County Public School (JCPS) District, we hold high expectations for the success and achievement of all our children.

The information in this handbook has been carefully prepared to help your child succeed at Dixie Elementary.  This information is in compliance with Jefferson County Board of Education (JCBE) policies.  We recommend that you carefully read and discuss this information with your child.  Please keep this handbook for future reference.

The Dixie staff, teachers, counselor, and principal are here to assist you with your child’s education.  We encourage you to participate in your child’s academic growth at Dixie Elementary School.

School Counselor Brian Clark

Family Resource Center (FRC)    Carla Cosby

The primary goal of the FRC is to remove barriers to students' learning. These school-based centers are designed to promote the flow of resources and support to families in ways that strengthen the functioning and that enhance the growth and development of the individual members of the family unit.  Ms. Cosby works with families to address a variety of needs.   To contact the FRC, call Ms. Cosby’s direct line at 485-3896 and leave a message if there is no answer.

Parent Teacher Association (PTA)

Everyone is invited and encouraged to join the PTA and to become part of this very important component of our total school program.   With your support, PTA is able to provide numerous academic and developmentally-based experiences for Dixie students and families.  Pam Reynolds is Dixie Elementary School’s PTA President and can be contacted for more information. 

Wednesday Folder

In order to better organize the papers that come home to you, we use a Wednesday Folder.  On Wednesdays, teachers will distribute the folders to each child.  Inside, you will find any school, community, or PTA publications for the week.  Teachers are encouraged to use this folder for their classroom publications, as well.  Every effort will be made to only send school papers home on Wednesdays, but your child may still bring home class papers on other days.  When you receive the folder, please remove everything, sign the back of the folder, and return it with your child on Thursday.  All completed forms, breakfast or lunch money, and other notes should be returned in the folder.

Library

All students will visit the library at least once a week.  Primary (K-3) students may check out one library item at a time. K-3 students must keep books at school.  Intermediate (4 and 5) students may check out one library item at a time, and they may keep their checked out items for one week.  After the one week, they may then renew the item if they wish to keep it.  If your student owes a fine for lost or damaged materials, she or he may be restricted from checking out additional library materials until the fine is paid.  The fine for a lost or damaged library book is the cost f

or a full replacement, which is $20.


Health and Nutrition

School Breakfast and Lunch

Breakfast and lunch are critical times for students to socialize and reenergize for continued academic learning.  When all students follow the cafeteria rules, breakfast and lunch are enjoyable for everyone.  Students will observe the following rules:

  • Enter the cafeteria quietly.
  • Practice courtesy and good manners.
  • Speak in low, conversational tones.
  • Remain seated until dismissed.
  • Help keep the cafeteria neat and clean.
  • Listen to and follow the directions of the adults.

We invite parents and visitors to eat lunch with students.  After signing-in in the office, you will enter the cafeteria to wait for your child.  Staff members in the cafeteria will direct you to the visitor’s table where you may eat with your child.  Food may be purchased in the cafeteria at an à la carte rate for adults.  As a Health Promotions school, we encourage you to help your student make healthy eating choices by not giving them fast food at school.  If you eat with your child, please do not share food with other students.

The school breakfast and lunch program provides a balanced, hot meal prepared in our cafeteria.  Students desiring breakfast should arrive between 8:35 and 8:50 a.m. and go directly to the cafeteria.  Free and Reduced-Price Meal Application forms are available through the JCPS School and Community Nutrition Services Office.  Call 495-7080 for an application.

Health Services

Health Concerns

If your child develops a health concern or a temperature higher than 98.6 during the school day, the office staff will contact you.  Therefore, it is important to have the appropriate home, work, and emergency telephone numbers available on all student enrollment information.  It is the parent’s responsibility to report any changes such as phone numbers or addresses.

Medication

No medication (Prescribed or Over the Counter) can be distributed to a student without a signed form from the student’s physician.  This includes, but is not limited to, cough medicine, Tylenol, or Rolaids.

In order for school personnel to administer any type of medication to your child, we must have on file a signed, notarized affidavit giving your permission for us to do so.  The Authorization to Give Medication Form is available in the school office.  The guidelines are as follows:

1.       Medication should be given at home when possible.

2.       You must sign and have notarized an Authorization to Give Medication Form.  You may use the notary at any school at no cost; however, you must be present to have your signature notarized.

3.       Complete all requested information on the Authorization to Give Medication Form.  Trained school personnel only will administer medication according to your written directions.  If the physician changes the dosage, you must sign and have notarized a new Authorization to Give Medication Form.

4.       Medication can be sent to school with your child in its original container in a sealed envelope.

5.       By law (KRS 218a.210), medication must be in its original container with the prescription label attached.  It may be necessary to request two prescription containers from your pharmacy.

6.       Please bring an adequate supply of medication to avoid having it sent back and forth.  For example, if the medication is to be taken all year, bring a one-month supply; if the medication is only to be taken for a limited time, bring all the medication that is needed to be administered through the ending date.

7.       Please notify us if your child’s medication needs to be refrigerated.

8.       Unless you notify us otherwise, medication may be administered within 30 minutes before or after the time you indicate.  If students arrive late or leave early, they may miss a scheduled time.

9.       Medication must be stored in the office for the safety of all students.


Class Snacks and Treats

Dixie is a Health Promotion School of Excellence (HPSE).  Through this program, we are required to administer the Physical Best Test and conduct the Healthy Kids Survey. 

Last year, 17% of our fourth and fifth grade students had a body mass index above the standard recommendation.  As a HPSE, our students need to see us making healthy choices.  When you send class snacks or birthday treats with your student, please make healthy choices.  Instead of candy, cupcakes or high-sugar content snacks, consider sending fruit, popcorn, pretzels, or oatmeal cookies.  While you may only be sending treats in once or twice a year, so is every other parent in the class.  If every parent makes healthy choices for the class, students learn a healthy lesson 50 or more times in a school year.


Enrollment/Attendance

Registration for Enrollment

Students new to JCPS may register at their resides school.  All student assignments are made through the Pupil Personnel Office.  The following information is needed when you enroll your child.

  • A certified copy of your child’s birth certificate
  • Proof of your child’s address (lease, utility bill, or other mailed bill)
  • The most recent grade reports

Attendance

School is in session for students from 9:05 a.m. through 3:45 p.m.  Office hours are from 8 a.m. to 4:30 p.m.  The office telephone number is 485-8238.  Car riders and walkers not eating breakfast should arrive as close to 9 a.m. as possible so that they do not have to spend excessive time in the gymnasium before school begins.   Students desiring breakfast should arrive by 8:45 a.m. and go directly to the cafeteria.  All other students arriving early are to report to the gymnasium, where there is adult supervision.  While waiting to be dismissed to their classes, students are to use this time wisely by reading or studying.  You should keep books in your child’s backpack and change them on a regular basis.

Regular school attendance is needed in order for your child to learn at the highest level that he or she possibly can.  We discourage late arrivals and early dismissals unless absolutely necessary. 

In case of an absence, please do the following:

1.       Call the school (485-8238) or e-mail Debra Taylor at Debra.Taylor@jefferson.kyschools.us and give your child’s name, date of absence, reason absent and the name of his or her teacher.

2.       Send in a written, signed note upon return to school.  If your child visits the doctor during the absence, please send in a doctor’s note.

3.       Have your child make up classroom work immediately.

Students must have a written excuse on file for every absence or it will be recorded as unexcused.  A death in the family is considered excused.  Absences due to illness, doctor visit or dentist appointment will be considered excused for up to 10 days total throughout the school year.  Any student missing more than 10 days must obtain and have signed the Physician Form for a Requested Extension of Parent Notes to Excuse Absences.  This form is available in the Dixie office.  The principal will then review the form and determine eligibility. 

NOTE:  Late arrival and early dismissal minutes are accumulated and could result in an absence. 

Transfers and Withdrawals

The parent/guardian of any student who is moving should contact the school so that the child’s records may be completed for transfer.

Make-Up Work

Make-up work is given to students with excused absences.  It is the responsibility of the student to complete this work and to return it to his or her teacher as quickly as possible.

Truancy Policy

Kentucky School Law, 159.150 , states:  “Any child who has been absent from school without valid excuse for more than three (3) days, or tardy on more than three (3) days, is a truant.  Any child who has been reported as a truant more than three (3) times is a habitual truant.  Being absent for less than all of a school day shall be regarded as being tardy.”

Being on time is important.  Punctuality prevents lost instructional time as well as wasted class time spent correcting attendance records and repeating assignments.  Parents/guardians must sign in students who arrive late in the office and students must get a pass to class.  If the student has had a doctor’s or dentist’s appointment, he or she should bring a statement from the doctor/dentist.  Each time a student is tardy to school, the tardy is automatically recorded.  Habitual, unexcused tardiness results in a parent/guardian conference and possible disciplinary action.  If a student uses a means of transportation other than the assigned school bus, the student is expected to arrive at school before 9:05 a.m.


Arrival and Dismissal Procedures

Daily Arrival

All students must have a completed transportation form on file in the office.  Transportation forms were sent home in August.  Any transportation changes must be in writing.  Ideally you would send your child to school with a note.  Otherwise, you may stop by and write a note, send a fax to 485-8448 or e-mail judith.houglan@jefferson.kyschools.us or debra.taylor@jefferson.kyschools.us .  If you do e-mail or fax the note, be sure to follow up with a phone call.  Changes cannot be made by calling the school!

If your child is going home with another child, the school needs notes from both parents.

Car Riders

Car riders should be dropped off outside the gymnasium doors.   Cars may not park along this drive or be left unattended.  For safety reasons, students may not be dropped off in the front or Diner side of the building.  If you need to enter the building, park in the side parking lot, enter through the main doors, and sign in at the office. 

At the end of the day, students are called to the gym at 3:45 p.m.  All car riders’ parents are assigned a number and are given a numbered rearview-mirror tag.  The Dixie-issued car rider tag or a photocopy of the issued car rider tag must be displayed on the rearview mirror.  Hand written or spoken numbers are not accepted.  Cars without a Dixie tag must park and enter the office.  In the afternoon, cars picking up students are to line up the same area used for morning drop-off.  All drivers need to stay in their cars. 

JCPS has a no-idling policy; therefore, if you arrive before the line is moving, please turn off your car engine to reduce the size of the exhaust cloud around the school.   Parents using the car rider line should be in line no later than 3:55 p.m.  The line will close when the end of the line passes the door or at 4 p.m.  After this time, parents must park and enter the office. 

Students may not be picked up from the front office until after the car rider line is completely gone.  At that time, all students remaining in the gym will be brought to the office and then they may be dismissed to a parent.

Walkers

After all car riders and bus riders have exited the school grounds, walkers will be dismissed through the gymnasium and cafeteria doors and escorted to the sidewalk.  Parents may wait for their child off school grounds.


Bus Riders

Bus schedules are available at www.jcps.net.  Questions conc

erning bus routes, bus stop information, lateness of a specific bus, etc., should be directed to the JCPS Transportation Department at 485-3470.

In the morning, students should arrive at their bus stop five minutes before the scheduled bus stop time.  Kindergarten students will only be let off of the bus if an adult is waiting to receive them.  All other kindergarteners will return to the school or be taken to Home of the Innocence to ensure their safety.  Kindergarten students may walk home with an older sibling if the parent gives the bus driver a note stating as much.  Bus riders will be escorted in a line to their buses by their staff members.  All students should know their bus number and the location of their bus stop.  All bus riders are expected to wear their bus lanyard and tag for the first two weeks of school.  Students may not ride a different bus than their regular assigned bus without a written note from his or her parent.  This note must be approved in the office prior to dismissal.

Change in Dismissal

If there will be a change in a student’s normal mode of transportation (e.g., a bus rider will be a car rider today), the office must be notified of the change in writing.  All changes must be received by 3:30 p.m. in order for the student and teacher to be notified.

Bus Riding Regulations

Students who are transported by school bus must obey the rules and regulations set forth in the procedures approved by the JCPS District.  Refer to the following information.

Conduct on the School Bus

Conduct on buses must be in accordance with good safety practices.

Students will observe the following rules:

·         Go directly to the assigned area as buses arrive at school.

·         Remain in seat at all times.

·         Speak in a quiet voice.

·         Keep hands, head, and feet inside the bus at all times.

·         Refrain from throwing objects inside the bus or from the bus.

·         Walk to and from the bus; do not run after the bus at any time.

·         Obey the bus driver.

Misconduct on the School Bus

Drivers deal with misconduct on the bus in several ways prior to referring the child to the principal.  When a referral becomes necessary, the drivers submit a report to our principal’s designee, Ms. Hardison, on a referral form.  Each time your child is written up by a driver for misconduct, you receive a copy of the referral form.

For the first and second referrals, a conference is held with the student.  For the third referral, a conference is held with the parent and student.  The fourth referral results in a short suspension for one or more days.  Fighting or extremely unsafe behavior may result in a bus suspension without prior referrals.  Each student is dealt with in a fair and just manner.

Please note that when a student is suspended from the bus, he or she may not ride any public school bus during the suspension.  Parents/guardians are responsible for transporting the student to and from school.  Suspension from the bus is not a suspension from school.  The student is expected to have alternate transportation and attend school.


Parent-Teacher Conferences

Parents are invited and encouraged to have parent-teacher conferences as often as possible, and parents should contact their child’s teacher at least once each grading period by telephone, e-mail, note, or conference.  We believe that parent-teacher communication is very important, and in arranging conferences, we let students know that we all want the best education available for them.  Whenever a parent needs to contact his or her child’s teacher, the parent should call the office or e-mail the teacher directly.  The office staff members will see that each request is given to the appropriate teacher.  Scheduled Parent-teacher Conference Days for this school year are October 13 and 14, 2010 and February 14, 2011.

If you have a school-related concern, schedule a meeting with the teacher to discuss your concern.  If the issue is not resolved after speaking or conferencing with the teacher, you may contact the office to schedule a meeting with the counselor or principal.


ACADEMIC PROGRAMS AND EXPECTATIONS

Advance Program

We are committed to providing high quality education in every classroom every day.  We believe that our dual language program provides an exciting and rewarding academic challenge that enhances cognitive ability and results in advantages in all academic areas.  Because of our unique program, we do not offer a JCPS Advance Program at Dixie.  However, we do offer advance program testing to students in grades third through fifth grade based on teacher recommendation and parental request.  A final recommendation for the Advance Program is determined by a formal test, a teacher evaluation, and a transcript of academic performance.  If you would like to request that your student participate in advance program testing, please notify the counselor by September 1, 2010.

Homework Policy

Elementary students need time for independent practice of lessons taught during the day.  Homework is assigned regularly (at least three to four times weekly) so that homework is considered the rule rather than the exception.  Students should be able to perform their work with little or no help from others.  However, parents are encouraged to assist students where appropriate.  Students in Primary grades spend 10 to 25 minutes a day on homework, and students in the Intermediate grades spend 30 to 45 minutes a day on homework.   If a student often spends more time on homework than indicated or says that he or she has no homework at all, please contact his or her teacher.

In the absence of homework, reading is recommended.

An academic grade reflects what students know and are able to do. Every academic grade is based on student performance and may reflect assessment of the following:

Performance Codes

P1-P5 (Kindergarten-Third grade), physical education, technology, and Spanish fine arts will use the following designations to communicate student learning in consideration of grade-level expectations:

                O–Outstanding; work is continually above grade-level expectations.

S–Satisfactory; work meets grade-level expectations.

NI–Needs improvement; work needs improvement to meet grade-level expectations.

U-Unsatisfactory; work is not meeting grade-level expectations.

N/A-Not Applicable; not taught this six weeks.

Grades four and five will use the following designations in reading, writing, science, math, and social studies to communicate student learning:

                A    Excellent; work is consistently above grade-level expectations.

                B     Good; work meets grade-level expectations.

                C     Satisfactory; work is progressing toward grade-level expectations.

                D     Poor; work is not meeting grade-level expectations.

                U     Unsatisfactory; work is not acceptable.

Progress Codes

All grades will use the following designations to indicate movement toward individual learning goals:

4         Excellent; making consistent progress that meets or exceeds individual learning goals

The frequency that work habits and learning behaviors are displayed will be communicated using the following codes with areas of strength checked:

Grade Reporting

Report cards are issued at the end of each six-week grading period.  Your child’s team of teachers will also send additional reports.  Parent-teacher conferences may be requested for a more detailed explanation of student grades.

Policy:   School Uniform

Policy Statement:  Students at Dixie Elementary are expected to abide by the following guidelines for dress:

Pants or slack/skirts or jumpers/shorts (no shorter than 2 inches above the knee)

§  Tan/khaki, navy or black

§  No cargo pants

§  Elastic waist pants are acceptable

§  No jeans (denim) material of any color

§  No leggings or sweatpants

§  No logos

Shirts:

§  Polo style, regular collar, button-down collar or turtleneck collar in any of the following colors: navy, red white, light blue

§  All shirts must have a color and either short or long sleeves.

§  All shirts must be tucked in.

§  No logos other than Dixie Elementary logo

Sweaters/Sweatshirts:

§  White, navy or black –solid color

§  Pullover or cardigan style with collared shirt underneath

§  Dixie logo sweatshirts permitted

Shoes:

§  Athletic or closed-toe and closed heel shoes only

§  No sandals or heels

§  Shoes with laces must be tied at all times.

General:

§  No oversized clothing may be worn

§  Sagging is not permitted

§  Students may not wear jewelry of any kind, bracelets/arm bands or head coverings (scarves, bandanas, etc.)

§  Unnatural hair colorings (blue, pink, green, etc.) are distractive and are not permitted

§  Ball teams, cheerleaders, scouting uniforms are allowed on special days

Students not in compliance with the uniform dress guidelines will immediately upon arrival at Dixie Elementary:

§  Call home and request that proper uniform attire be brought to school.

§  If not resolved, uniform components will be provided for the school day by the Family Resource Center and must be returned the following school day.

§  A letter will be sent home to parents/guardians.

Students may wear the uniform slacks/pants, skirts, jumpers or shorts and any Dixie school shirt or regular uniform shirt on Friday.


Field Trips

Curriculum-related field trips are planned for all students.  Students must have a signed field trip permission form prior to the trip.  Students who demonstrate appropriate behavior may participate.  Students who do not participate in a field trip remain at school under the supervision of another teacher.  If a parent is chaperoning, we ask that siblings do not attend so that the parent is able to fully assist in the chaperoning of students during the field trip.


Parent Visits and Volunteerings

We encourage parents to visit the school and be involved in classroom activities.  All guests must check in at the office before proceeding to other areas of the school.  If you would like to visit a classroom, you must have permission from the teacher.  These visits are limited to 20 minutes in an effort to protect instructional time, please call or e-mail your child’s teacher regarding any concerns that you may have.  The office will not forward calls to classrooms during instruction times.  Our teachers will make every effort to return your call in a timely manner.  If a teacher has not returned your call or e-mail within two school days, please contact the office.

If you anticipate volunteering in your student’s classroom or attending a field trip this year, please submit a Volunteer Records Check Form.  A change in JCPS policy requires volunteers to complete the records check every year.


School Closings

School closings due to inclement weather are announced on major TV and radio stations.  Holidays and other JCPS nonstudent contract days are published on the JCPS 2010-11 School Calendar.


Textbooks

All textbooks are loaned free of charge to students.  Students are responsible for the care and return of all books.  Lost or damaged books must be paid for by the student.


Cell Phones, Electronics, Flowers, Balloons and Toys

Students may not use, activate, or display cell phones during the instructional day.  If a cell phone is seen or heard, it will be confiscated, turned into the office, and only released to the student’s parent or guardian.  Students are asked to keep other toys and electronics at home to prevent classroom disruption or loss of personal property.  Flowers and balloons delivered for students will be kept in the office until the end of the school day.  Students may not take flowers or balloons onto JCPS buses.

The following forms must be on file in the office for each student enrolled at Dixie:
