Placement

An Admissions and Release Committee (ARC) meeting is sometimes referred to as a SBARC (School-Based Admissions and Release Committee) meeting.

An ARC meeting is the formal meeting convened to discuss many issues (i.e., referral, assessment information, IEP [Individual Education Program] development and/or revision, placement determination). ARC members may include school administrators, Exceptional Child Education (ECE) teachers, Comprehensive Program teachers, related-services staff, parents, the child (when appropriate), and anyone else determined appropriate to assist with making educational decisions. Parents need to inform Jefferson County Public Schools (JCPS) of others whom they would like to have invited to the ARC meeting.

Once the IEP has been developed, the ARC considers the type of educational placement that will be most conducive to implementation of the IEP. JCPS provides a full continuum of services for students with disabilities including the following:

  • Special education and related services in a full-time, Comprehensive educational classroom (collaboration).
  • Special education and related services in both a Comprehensive educational classroom and in a special education classroom (resource classroom).
  • Special education and related services in a special education classroom, with some inclusion in Comprehensive Program classes as appropriate (special class).
  • Special education and related services in a special school setting (Special schools include Waller-Williams Environmental (behavior), Binet (multiple disabilities), Churchill Park (functional mental disabilities)).

All K-12 JCPS schools provide resource services for students with learning, behavior and mild mental disabilities. Special class services are provided for students with learning, behavior and mild mental disabilities at all comprehensive middle and high schools. Placement of these students is based on the JCPS student assignment plan. If a school does not have a specific placement option necessary for implementation of the child's IEP, the ECE Placement Office determines the school location based on a various factors (e.g., age appropriateness, geographic area).
